Analysis: Can Bashir help end South Sudan crisis?

Over the weekend, the IGAD issued a statement, requesting President Omar Bashir to help in the process to end the conflict.

However, Juba often accused Khartoum of harboring South Sudanese rebels, an allegation it denied. So, is Bashir qualified to facilitate efforts to find a resolution to the crisis?
