‘Ceremonial’ prime minister proposed

A consultative conference on the on-going peace talks has resolved that the position of the prime minister should be ceremonial during the transitional period.

The Minister of Cabinet Affairs, Dr Martin Elia, says the conference also resolved that the prime minister will have at least two deputies and the position of the vice president will be retained.

“The participants supported the position of having a president who is also the executive president, being the head of the state and the head of government and commander in-chief of the army,” Dr Elia explained.

“They supported the position of the vice president and non-executive ceremonial position of the prime minister to be deputized by three deputies or two deputies as circumstances may dictate.

“The President at its own discretion should delegate any other functions on the routine basis as required to the Prime minister.”

Dr. Elia said the conference resolved that there will be only one army during the transitional period and only the soldiers who joined the SPLA in Opposition will be reintegrated.

On the system of governance, Dr Martin said the conference resolved that it should be discussed during the constitutional review process.

The conference, which ended yesterday, was organized by the government to gather views on the IGAD peace process.
