CES security committee bans red-capped alcohol, prohibits wheelbarrow vending in markets

The Central Equatoria State Security Committee has banned the sale of the red-capped alcoholic drink commonly known as “Jena Fa’ar” and prohibited wheelbarrow vending in markets and along roadsides as part of measures to improve public safety, strengthen tax compliance and reorganize commercial activities in Juba.

The directives were issued during the committee’s ordinary weekly meeting chaired by the Caretaker Governor of Central Equatoria State, Augustino Jadalla Kamilo Wani. The Caretaker Commissioner of Juba County and the Caretaker Mayor of Juba City Council were directed to implement the alcohol ban with immediate effect.

The committee also prohibited the sale of goods using wheelbarrows in markets and along roadsides, citing concerns that some shop owners had abandoned their business premises to sell goods through mobile vending, allegedly evading their tax obligations to the government.

On market safety, the committee directed relevant authorities to inspect electrical wiring in markets to reduce the risk of fires caused by electrical faults and short circuits.

It also authorized the Juba County Commissioner and the Juba City Council Mayor to ensure that iron-sheet structures and other temporary market facilities are replaced with permanent concrete structures.

The committee reported that the overall security situation in Central Equatoria State remained calm and normal, apart from a few isolated incidents being addressed by the relevant security agencies.

According to the committee, the measures are intended to protect public health, improve tax compliance, prevent recurring market fires and promote orderly commercial activities in Juba. The alcohol ban is also aimed at protecting citizens, particularly young people, from substances considered harmful to their health.

The state government reaffirmed its commitment to maintaining peace and stability across all counties of Central Equatoria State ahead of the scheduled elections.
