Provisions in compromise deal are difficult for gov’t to accept – Ateny

Presidential spokesman Ateny Wek Ateny says some provisions in the Compromise Agreement proposed by IGAD-Plus are difficult for the government to accept.

The international mediators have proposed demilitarization of Juba and reintegration of forces within a year during the transitional period.

Under the proposal, President Salva Kiir would remain in office and Dr Riek Machar becomes the First Vice President.

On power sharing, it says the government would take 53% of the national ministerial positions, 33% for the SPLM in Opposition and 14% for the former detainees and other political parties.

In the Upper Nile region, the SPLM-IO would take 53%, 33 for the government and 14% for the former political detainees and other political parties.

Presidential Press Secretary Ateny Wek Ateny says these provisions could lead to another conflict.

He told Eye Radio that government has accepted only the power sharing at the national level and rejects the percentages for the three states most affected by the conflict.

“We have accepted the 33% for the SPLM in opposition in central government but we have refused it in Upper Nile,” Mr Ateny stated.

“We can’t accept to give Upper Nile special consideration because if you do that it, could create environment whereby that can threaten the sovereignty of South Sudan.

“And the issue of disarmament in Juba and that of two armies for more than ten months…..will be very difficult.”

Mr Ateny also says members of the group previously known as the Former Political Detainees have already returned to Juba and should not be given their own share of power.

He expresses hope that a final peace deal could be signed next month.

The SPLM in Opposition is yet to react to the proposal, but it rejected a summary of the document presented to the warring parties last month.
