Transport minister revokes aviation orders, reinstates airport officials
The Ministry of Transport has revoked earlier administrative orders issued within the South Sudan Civil Aviation Authority, effectively reinstating senior aviation officials, including Juba International Airport General Manager Eng. Mosety Kat Manyjok and Director of Aviation Security Philip Kuch Manyon.
In a ministerial order signed on April 23, Transport Minister Rizik Zakaria Hassan nullified a previous directive issued by the Director General of the Civil Aviation Authority on March 11, 2026, which had led to the removal of several officials.
The ministerial order states that the government “hereby issue[s] this Ministerial Order for the Call-Off of the Administrative Order” issued by the aviation authority, effectively cancelling its legal effect.
It further directs the relevant authorities to “immediately call-in their administrative order, and allow the two officials to resume their respective work,” paving the way for the reinstatement of the affected officials.
The decision overturns actions taken by Ayei Garang Deng Ayei and restores both Eng. Mosety Kat Manyjok and Philip Kuch Manyon to their positions with immediate effect.
The ministry said the order was issued under powers granted by the Transitional Constitution of South Sudan (2011, as amended) and the Civil Aviation Act (2012, amended 2024).
