BoSS, Parliament back stronger legal framework for digital payments

The Bank of South Sudan (BoSS) has commenced a five-day stakeholder workshop to validate the National Payment System Bill, 2025, aimed at strengthening regulation of South Sudan’s growing digital payments sector.

The workshop, which started on Monday, brings together government institutions, financial institutions, payment service providers and development partners to review the proposed legislation and provide technical input.

BoSS Deputy Governor for Administration and Finance, Hon. Weituey Luony Babuoth, said the Bill will provide a clear framework for regulating payment systems and service providers while promoting financial stability, secure transactions and access to modern payment services.

Rt. Hon. Abuk Payiti Ayik, Deputy Speaker for Administration and Finance of the Revitalized Transitional National Legislative Assembly, expressed the Assembly’s readiness to support the legislative process and work with stakeholders to advance the proposed Bill.

Akum David Sabahker, Director of National Payment System at BoSS, said a functional national payment system is essential to a modern financial sector, particularly in supporting secure transactions, consumer confidence and innovation in digital financial services.

The proposed legislation covers mobile money, electronic money, payment switches and real-time gross settlement systems, alongside provisions on licensing, supervision, consumer protection and systemic risk management.

The five-day engagement is expected to produce technical recommendations to strengthen the Bill before its next stage of consideration.
