Johnny Ohisa’s third stint ends as Addis Ababa returns for a second time as BoSS governor

President Salva Kiir has relieved Johnny Ohisa Damian of his duties as Governor of the Bank of South Sudan and reappointed his predecessor, Dr. Addis Ababa Othow, to lead the country’s central bank.

The presidential decree marks the latest leadership change at the Bank of South Sudan, the institution responsible for formulating and implementing monetary policy, regulating the banking sector, and maintaining financial stability.

Johnny Ohisa first assumed office as Governor in August 2022, succeeding Moses Makur Deng, and served until October 2023. He later returned to the position for a second term in December 2024, serving until June 2025. Most recently, he resumed the role before being relieved under the latest presidential decree.

Dr. Addis Ababa Othow, who previously served as First Deputy Governor of the Bank of South Sudan, was appointed Governor in June 2025 and served until November 2025, when he was succeeded by Johnny Ohisa. His reappointment now returns him to the country’s top banking position.

The decree takes effect immediately.
