Juba City Council passes property tax bylaw 2026

The Juba City Council has passed the Property Tax Bylaw 2026 in a move authorities say will strengthen the legal framework for collecting property taxes and improve the delivery of municipal services in the capital.

The council said the bylaw provides a clearer legal basis for administering property taxes to increase local revenue and support urban development.

Juba Mayor Christopher Sarafino Wani Swaka said revenue generated under the bylaw will help finance road construction and maintenance, waste management, sanitation, urban planning, public safety, and other essential city services.

The mayor also assured residents that the legislation does not introduce a new property tax but instead formalizes and strengthens the existing system by providing it with a clear legal framework.

According to the council, implementation of the bylaw will be guided by the principles of transparency, accountability, and fairness, in line with the laws of South Sudan.

The Property Tax Bylaw is part of broader efforts by the Juba City Council to strengthen local governance and increase domestic revenue to improve public service delivery as the capital continues to expand.
