Ministry of Transport drafts five bills to reform sector

The Ministry of Transport has drafted five bills to change the governance of the transport sector. This initiative targets safety and regulatory gaps in road, air, and waterway systems.

Minister of Transport Rizik Zakaria Hassan and Undersecretary Paul Dhel Gum led the ministry in the drafting and review of the legislation.

The framework consists of five bills, including the Waterways and Maritime Bill 2026, the Railways Bill 2026, the Road Transport and Safety Bill 2026, the Aircraft Accidents and Incident Investigation Bill 2026, and the Air Services Bill 2026

Ministry authorities state these laws are designed to modernize the sector and increase oversight across transport modes.

The draft bills will be submitted to the Council of Ministers. Following this, they will be forwarded to Parliament for debate and enactment.

If passed, the legislation will establish the legal framework for the ministry to regulate and manage transport systems.

Minister Rizik thanked ministry staff for their participation in the drafting process, noting that their contributions were required to reach this milestone.
