SSP 11.34 trillion budget for 2026-27 tabled before Parliament

The Minister of Finance and Planning, Kuol Daniel Ayulo, has tabled a proposed national budget of more than SSP 11.34 trillion for the 2026-27 financial year before the Transitional National Legislature.

The budget was presented today under the theme, “Building Resilience and Economic Prosperity for Sustainable Peace.”

Presenting the budget, Minister Kuol said the government will focus on maintaining economic stability, supporting private-sector growth and investing in productive sectors.

The proposed budget will be financed mainly through domestic revenue, with oil revenue projected at SSP 9.01 trillion and non-oil revenue at SSP 2.32 trillion.

Oil revenue is expected to account for approximately 79 percent of total projected revenue.

The government says it will broaden the domestic tax base through digital tax collection, stronger revenue administration and measures to reduce dependence on oil revenue.

For the 2025-26 financial year, Minister Kuol said the government had a resource envelope of SSP 7.41 trillion, including SSP 0.724 trillion in non-oil revenue and SSP 3.786 trillion from oil revenue.

The approved expenditure for 2025-26 was SSP 8.58 trillion, while the expenditure outturn reached SSP 9.344 trillion.

The government has allocated SSP 2,160,800,000 to service outstanding domestic and international loans, including interest.

The Ministry of Finance says it will validate existing debts and prioritize their payment once the budget is approved.

Another SSP 500,000,000,000 has been allocated to recapitalize the Bank of South Sudan.

The government says the 2026-27 budget will prioritize productive sectors, infrastructure, livelihoods and economic opportunities to strengthen resilience and improve living conditions.

Minister Kuol submitted the Draft Budget, Finance Bill and Appropriation Bill to Parliament for deliberation and approval.
