SPLM secretariate calls for disclosure of whereabouts of missing Kapoeta South official
The SPLM state secretariat in Eastern Equatoria has called on authorities to disclose the whereabouts of its Kapoeta South County Secretary, Alex Lotyem, and another man following their reported arrest by South Sudan People’s Defence Forces (SSPDF) soldiers.
In a statement dated November 2, State Secretary Akileo Mboya Peter said the two men were reportedly arrested at a hotel in Kapoeta South County at around midnight on October 30.
The secretariat said it was concerned that their whereabouts and place of detention remained unknown.
It called on the authorities to clarify their situation, ensure their safety and respect their fundamental rights.
In the statement, Mr Mboya said: “The continued uncertainty surrounding their whereabouts and place of detention is a matter of serious concern.”
The SPLM also called for the immediate release of the two men if there were no lawful grounds for their continued detention.
It said that if they were suspected of committing an offence, they should be brought before a competent court in accordance with established legal procedures.
The statement added that the secretariat hoped Lotyem and his friend, identified as Matthew Lotyo, were being held in fair and humane conditions, with their rights respected.
The SSPDF and other relevant authorities have not publicly responded to the statement.
