Upper Nile governor reshuffles senior officials

Upper Nile State Governor, H.E. Lt. Gen. James Koang Chuol Ranley, has issued gubernatorial orders relieving three Directors General from their positions and appointing new officials to key departments within the state government.

The changes were announced through Gubernatorial Orders No. 22/2026 and 23/2026, dated August 17, 2026. The orders cover the Ministries of General Education and Instruction, Roads and Bridges, and Youth, Culture and Sports.

Those relieved from their positions are Khamis Mayom Hassan, Director General in the Ministry of General Education and Instruction; Bushara Dak Padiet, Director General in the Ministry of Roads and Bridges; and Udura Uleng Tutlual, Director General in the Ministry of Youth, Culture and Sports.

The governor subsequently appointed Lul Ruai Dhol as Director General in the Ministry of General Education and Instructions, Both Kueth Kuan as Director General in the Ministry of Roads and Bridges, and Khamis Mayom Hassan as Director General in the Ministry of Youth, Culture and Sports.

The appointments and changes form part of the Upper Nile State Government’s ongoing administrative adjustments under Governor James Koang Chuol Ranley.

The orders were signed by Governor Ranley in Malakal on August 17, 2026.
