A cabinet minister says continuous dismissal and appointment of government officials is not bearing fruits on the ground.Since independence, President Salva Kiir has been using his constitutional powers to appoint and fire officials, with some kicked out barely three months after assuming office.

These are mainly state governors, national ministers, and other constitutional post holders.

Dr. Richards K. Mulla, the minister of federal affairs, argues that this is not contributing to the development of the country.

Dr. Richard was speaking to Journalists  in Juba last Thursday.

“As you see now what is happening, everyday there are decrees, governors are dismissed, new ones appointed, commissioners are dismissed, new ones are appointed. What is going on really? Nothing is going on. People are just exchanging chairs and there is nothing, no serious development, no serious planning, that is what is going on. All resources are based in Juba, what do you get in the villages?”
